Microsoft used to have FrontPage Express available on their web site. It is a free, simplified version of FrontPage, their full-featured web page editor. I find it much easier to use than FrontPage, but is limited in ability. It can handle text, images, tables, and links. It can't handle frames. I use it for this web site.
The program can be found on various web sites. There is a self-extracting zip file for installation, and some tutuorials, here:

After installing, I suggest adding the ability to right-click on an .htm file in Windows Explorer, and selecting "Edit with FrontPage Express". This is done as follows (for Windows XP - may vary in other versions):
